Diff to previous 1.1

Added the main peerreview module that enable specific setups for the platform. By now it adds a css file to the node view to show correctly the varius comments and nodes.

First commit: added a settings.php file, this has to be removed in the feature. Added three plugins for user_karma, one for offensive flags, one to edit the amount of karma for every vote and one to mark as accepted an answer. Added an empty peerreview module. This is not a release and needs work.

This form allows you to request diffs between any two revisions of this file. For each of the two "sides" of the diff, select a symbolic revision name using the selection box, or choose 'Use Text Field' and enter a numeric revision.
