Removed bugs about wrong calculation inside user_karma_offensive_flag and user_karma_peerreview and user_karma_accepted_flag. Reformatted comments in this three files.
Removed unuseful settings.php file.

First commit: added a settings.php file, this has to be removed in the feature. Added three plugins for user_karma, one for offensive flags, one to edit the amount of karma for every vote and one to mark as accepted an answer. Added an empty peerreview module. This is not a release and needs work.
