German translation was rewritten

1. fixed many common speech strings
2. new translation was created with the German translation rules in mind (for e.g do not translate "node" to "Knoten")
3. old file was ISO-8859-1 and not UTF-8 - now it is encoded with UTF-8 (and ist MUST be UTF-8!)
4. fixed many destroyed chars caused by ISO encoding
5. added new and missing strings
