Removed the packed version of jQuery as an option and cleaned up the settings page for UX.

#373173: Removed the packed version since it is no longer provided by the jQuery team. Updated the confusing selectors to read development or production with a description of what each does in a similar way to how jQuery.com does it.
Updated so all replaced files would actually get replaced.
Reverting from the change in #339105. The update was to allow tabledrag to work in fieldsets that were initially closed. Yet, this already works for the upload module. Need more detail before making change.
