#186259 by hunmonk: module dependency checks. this isn't the prettiest fix, but at least the upgrade will fail in such a way as to allow it to be re-run after the dependencies are fixed. detailed upgrade instructions are provided.

#150278 by dww and hunmonk: Adding an UPGRADE.txt file with specific
instructions for upgrading to newer versions.  For now, this only
contains info about the 4.7.x-1.* to 4.7.x-2.* upgrade (which is
hellish for sites using the old release system).
