 * Issue #146434, Added promotion expiration.
 * Renamed promotion_load() to promotion_get_promotion().
 * Fixed a problem with saving max_use_count on update.
 * Added a cron job to demote, block, and delete expired accounts.
 * Uncommented the promotion expiration settings on the forms and added
   validation and submit code.
