#129441 by adrinux: add the link to core javascripts so collapsing fieldsets etc work.

Apparently it was originally intended to allow this link to be overridden/modified in template.php, but a function for that has yet to be created. This re-introduces default drupal behavior until then.

FILE REMOVED

Removing the HEAD 'brach' Development is continued in the 5.x branch.
By the time people are ready for the 6.x branch we will merge the 5.x back in to head.

In preparation of a 5.0 branch I cahnged the name of "whatsinitsname", a theme framework. A CSS base theme.
