Added a few parameters to theme functions that allow you to pass an 'id' addition along. That way you can avoid ID collisions.

FILE REMOVED

Removing the HEAD 'brach' Development is continued in the 5.x branch.
By the time people are ready for the 6.x branch we will merge the 5.x back in to head.

primary links and secondary_links contained some empty titles and classes.
We need to write a better callback link builder for this. Until then, use l().
